[Bldg-sim] HVAC Efficiency

Dear all,

The minimum efficiency values in ASHRAE 90.1-Tables 6.8.1 are applied to the
HVAC generator (i.e: boiler, chiller, heat pump) or to the whole system?
I'm modeling a Heat Pump VRF condenser with a series of indoor units which
would influence the heat pump's COP if taken into consideration.
