Well at the risk of referring you to the published work, the user’s manual describes the methodology quite thoroughly as well as what all of the fields are. I would think it would be a good starting point to developing your “own TMY2” datasets:

If you are looking for someone to summarize that work, I am sure there are consultants on this list that could undertake that effort at an hourly rate.
