[Bldg-sim] process loads for a power plant facility

Colleagues,
   I am interested in hearing your thoughts on how to treat the process 
loads for a power plant that is seeking LEED certification. The facility 
is comparatively small but contains a number of gas turbines as well as 
administrative offices. If I include the entire service area as a 
process load then I suspect the building will get zero savings as the 
electricity generated for the service area is going to be millions of 
times greater than the facility's energy use. However, ignoring that 
process load does not seem fair because the administrative offices will 
be heated with waste heat off the turbines.
