[Bldg-sim] CBECS 2007 Not to be Released and CBECS 2011 Not to be Funded

Yes, this is very bad news. So are we stuck with 2003 CBECS for the 
foreseeable future?   I was hoping that EIA would be expanding CBECS, 
not eliminating it altogether!
