[Bldg-sim] feed-in tariffs for PV

Dear Corinne,

Any power sold to the grid is not eligible under EAc1 (see p.291 of the 
reference guide). Therefore, the feed-in tariff is irrelevant. The power 
exported to the grid, whether there is a feed-in tariff or not, will not 
be counted under this credit.
