[Bldg-sim] LEED Measurement & Verification Credits

We did 3 project with this credit, we adjust the 
simulation (EE4 using DOE2.1E) schedule, plug 
load, and weather and compare BEPS report and 
monthly consumption with mesured data on specific 
load(loighting, fans, chiller, boiler, pump, etc...)
