[Bldg-sim] centrlized air source heat pump

The central plant with air source heat pump and possibly boiler 
backup (gas/electric) can be modelled using EE4.  The EE4 Version 
1.70 Modelling Guide provides guidance in Section 4.6.4.  The 
modelling guide can be downloaded from

Use the seasonal efficiency of the air source heat pump.  The "ground 
source" is the heat exchanger. In your case the heat exchanger is the 
air.  You could be modelling a sea-water source heat-pump with backup 
boiler.

The only caveat is that you cannot model a water-source heat pump 
HVAC system if you use the Combination Ground Source Heat Pump plant.
