[Bldg-sim] incorporating district heat transmission losses

I am modeling an office building for LEED that uses district heating. I am
electing Option 2 (full accounting) - the aggregate building / DES scenario
under the Performance Path as described by USGBC in their document entitled
Treatment of District or Campus Thermal Energy in LEED V2 and LEED 2009 -
Design & Construction. As I must create an on-site hot water boiler in the
proposed model, I am curious how other modelers go about factoring in the
leaks and thermal losses of the upstream transmission and distribution
system. In the aforementioned document under 2.4.1.2.1 Efficiency
calculation it states
Proposed building, transmission and distribution system: secondary pumping
energy, leaks, and thermal losses between the DES central plant and the
connected building in both directions must be accounted for in the Proposed
Case model for all cases where they apply. Projects shall use actual DES
operational data if the DES is pre-existing, or for new DES's design
estimates based on expected operation may be substituted.

I know the existing DH plant efficiency and also a separate percentage for
the upstream-from-building losses. How best to combine these to pass USGBC
reviewer muster is the question. Thank you in advance.
