[Bldg-sim] Window and Occupancy Sensor Interlocks to Suspend HVAC System

I am working on an eQUEST energy model and am curious if it is possible to
model VAV boxes that are interlocked with occupancy sensors that will shut
down the fans when the spaces are not occupied. Has anybody had any success
submitting an exceptional calculation for this method to LEED, or come
across any pertinent CIRs?
