[Bldg-sim] Waterside Economizer Capacity

Hello All,

I'm attempting to model the savings from increasing the size of a plate and frame heat exchanger in eQUEST. I've found, however, that no matter what I enter as a value for capacity, eQUEST seems to override this and just operate the PFHX whenever outdoor air wet bulb permits, making the plate and frame capacity equal to the maximum loop load whenever the wet bulb temp is below 37 F (depending on approach temps, CHW supply temp, etc). I've tried entering capacities as low as 0.00001 MBtu/h and have also tried allowing it to autosize capacity and then using a capacity ratio less than one to compensate. Neither achieves the desired outcome.

Has anyone run into this issue before?
