[Bldg-sim] Clarification on System Type ASHRAE 90.1-2004 & ASHRAE USER MANUAL

Hi,

We have a 10 storey non residential building with a square footage of
1,25,220. The proposed HVAC system is a VRF. Ideally, as per ASHRAE 90.1
2004, System Type 8 VAV with Reheat (Nonresidential & More than 5 Floors or
> 150,000 sqft) is applicable. However, the following excerpt from G-22
ASHRAE User's Manual for ANSI/ASHRAE/IESNA Standard 90.1-2004 seems to
suggest an exception.
Excerpt:
For intermediate-sized buildings that are 4 or 5 floors and less than
75,000 ft² or *more than 5 floors and between 75,000 and 150,000 ft²*, the
baseline building HVAC system for electric heat is a packaged variable air
volume (PVAV) system. When the proposed building has electric heat, then
the baseline building system has parallel type fan powered (PFP) mixing
boxes electric resistance heating both at the air handler and at the PFP
VAV boxes.

The excerpt seems to suggest System type 6 is applicable too. This seems to
be in conflict with ASHRAE 90.1. Can anybody suggest whether modelling
baseline with System type 6 is acceptable?
