[Bldg-sim] EE4 Remote Condenser

You can't directly model the water cooled condenser with EE4.  You 
would have to edit the .DOE file and run from the command line.  The 
DOE2.1e Supplement, 3.83 details the water cooled 
condenser.  Available on the PSZ, PVAVS, and PVVT systems.
