[Bldg-sim] Help Review Energy Efficiency Measure List for ASHRAE 1651-RP

Jason, it would be interesting to have an ECM list tied to the type of
"Design Guidelines" algorithm developed for passive design measures by the
Energy Design Tools team at UCLA (copied), having an ability to filter ECMs
using project parameters.
