A third option is to use SIMEB developed by Hydro-Quebec and available for free on https://www.simeb.ca/index.php?). You need to register to get access to the download documents.
You can import a DOE (DOE2.1), inp (DOE2.2) and idf (E+) file and export in any format.

Another option is to use something like green building studio which outputs an eQUEST and energyplus file.

I needed from EP to eQUEST. But it is nice to know about drawbdl.

I think you can do other way round using DrawBDL. It can convert eQuest inp into EnergyPlus IDF. You can only get  the surfaces in IDF format, however.
