Adam,

You might get more response if you post your question to the EnergyPlus_Support bulletin 
board, which is focused specifically on EnergyPlus issues.

I think what's happening is that you've not specified any Design Days  
(SizingPeriod:DesignDay), so EnergyPlus doesn't know what to use for the design 
calculations.  Please note that "autosizing" works differently between EnergyPlus and 
DOE-2.  In DOE-2, it means that the program figures out the peak load over the simulation 
period which it uses to then "size" the equipment.  In EnergyPlus, it means that, given 
the design day specifications, the program will calculate the equipment size.   To me, 
that always seems more like "sizing", not "autosizing".
