IWEC2 weather files are developed from up to 25 years of historical 
weather data archived in the Integrated Surface Hourly  Database (ISD) 
maintained by the US National Climatic Data Center (NCDC), with 
postprocessing done to fill in missing data and supply missing 
meteorological elements, esp. solar radiation.
