Hi Qinpeng,

It will be difficult to get something equivalent to the document that you are referring to for China.
However, for CO2 conversion factor across the whole China you may want to have a look at the spreadsheet that comes together with this IEA publication:

"IEA (2012). CO2 emissions from fuel combustion highlights. International Energy Agency (IEA) Statistics, 2012 edition."

For the US., a counterpart guidance document would be: Source Energy and Emission Factors for Energy Use in Buildings by NREL.
