[Bldg-sim] Good source of public building EUI data for northern U.S.

The report includes site/source EUI for public buildings in Minneapolis, including lots of schools, based on 2012 data. There are columns showing "weather-normalized data" that account for the mild weather in 2012. Helpful for benchmarking northern U.S. buildings (Zone 6A).
