The ASHRAE standard appears to be written for buildings which eliminate cooling systems but I think the lower line could be used when you are trying to eliminate a heating system?

Hello,
ASHRAE Std. 55 has a chart that you can use for naturally conditioned spaces. You can determine an acceptable operative temperature based on the mean monthly outdoor temperature. I'm not aware of an acceptable exceedance though.

overheating benchmark (1% of occupied period over 28C operative
