[Bldg-sim] "overcooling" benchamark

The ASHRAE standard appears to be written for buildings which eliminate cooling systems but I think the lower line could be used when you are trying to eliminate a heating system?

Hello,

ASHRAE Std. 55 has a chart that you can use for naturally ‎conditioned spaces.   You can determine an acceptable operative temperature based on the mean monthly outdoor temperature. I'm not aware of an acceptable exceedance though.

I am wondering if there is a "overcooling" benchmark such as CIBSE
overheating benchmark (1% of occupied period over 28C operative
temperature). I am evaluating a naturally ventilated building and I need a
benchmark to figure out if the building needs a heating system in a pretty
moderated climate.
