I think you'll need to estimate the fraction of time that the fan coils operate at each speed then calculate an equivalent fan power and enter that into eQUEST. 

Some thermostats vary the fan speed based on how far the room temperature is from setpoint.  You can determine the fan coil's capacity at the 3 airflow rates based on manufacturer literature or contact your representative directly then look at the fan coil unit's load in an hourly report to estimate the operational hours at each speed. This sounds like too much work for a building with multiple fan coil units though unless you can choose a few as representative units for the whole building.

Fan coil units generally will have a three speed motor which can be both automatic or manual. Can this variable speed of the fan coil units taken any benefit in modelling. Only constant volume fans can be modelled for FCU in equest. If the benefit can be considered, how to model the same in equest.
