[Bldg-sim] 90.1-2013 Interior lighting - local control signification

Hello,

Could sounds like stupids questions, but there's no such thing as a stupid question!
90.1 - 2013 interior lighting controls changed dramatically compare to the precedent version, not in substance but in form, I have questions about it.

Question 1)
In section 9.4.1.1(a)  Local control, does "manual lighting controls" means Manual On AND Manual Off ?

The 2013 User Manual doesn't clearly answer this question. I wonder because there are others options called "restricted to Manual ON", "Automatic full OFF",etc..  so my logic would be to called Local control "Manual ON/ Manual OFF".

Question 2) (for a 90.1-2013 compliance)
For example, suppose a unique fixture of two T8 32W installed in an 20 m2 office enclosed by ceilingheight partitions. By reading Table 9.6.1, I would installed :

-          a switch able to manual ON and manual OFF : for Local Control requirement (the manual OFF is the purpose of question 2)

-          no automatic ON : to comply either Restricted to manual ON and Restricted to Partial Automatic ON

-          a bilevel ballast and bilevel switch : for Bilevel Lighting control requirement

-          no daylight control since the installed lighting power is under 150W

-          a general lighting controller able to shutoff the light after business hour, for scheduled Shufoff option (the switch is able to override the scheduled shutoff for no more than 2hours)
Even if I have a scheduled Shufoff, does the local control requirement requires to have a Manual OFF ?
I think yes, so there will be energy savings during the business hours when the occupant leave the office and switch the light off manually, but the unclear  "manual lighting controls" of Local Control requirement make me doubt of the Manual OFF requirement...!
