[Bldg-sim] Which month is the peak month for loads

ASHRAE design conditions now includes monthly cooling design conditions.
The load calculations chapter in the Fundamentals recommends using the
monthly data...because each building can respond differently to climatic
conditions based on its configuration, thermal characteristics and systems.
