In the DXSys.idf example, a SET POINT MANAGER:OUTSIDE AIR object is 
used to directly set the leaving cooling coil temperature based on 
outside air temperature.  That example is set up as a blow-thru 
system, so there is no need to adjust the setpoint for the supply fan 
temperature rise.
