My apologies for the delayed response.  It is certainly possible to 
see a 10% change in cooling load per 1C change in setpoint.  Cooling 
season indoor/outdoor temperature differences are often less than 
10C, but the envelope conduction is only a small component of the 
cooling load which also includes solar gains and internal loads.  
Cooling loads are calulcated using a heat balance method with uses 
conduction transfer functions to determine the transient heat flow in 
the buuilding surfaces.  For more details, see the Engineering 
Reference in the documentation folder.
