That is puzzling.  The hot water and chilled water loops should 
function independently.  The only place where they might interact 
would be as each affects the space temperature.

I see now that you have the two boilers in series with both active.  
That was the main source of the problem.  When I put them in parallel 
the max iteration warnings go away (all but one, which is acceptable, 
probably during the warmup days).  Sorry I didn't notice this 
earlier.  I will need to consult someone on the proper way to specify 
boilers in series.
