Your description is correct.  That is how things are supposed to work.  I 
have a couple of files that were submitted by others -- and I just checked 
them and things appear to be as advertised.

We don't have an example in the test suite -- though I hope to rectify that 
soon.  (like by the next release).

Can you send us your input file (either to linda@xxxxxxxxxx or 
energyplus-support@xxxxxxxx) and we'll try to help you figure out what is 
wrong?
