The flat-plate collector model can also approximate a bank of evacuated-tube collectors.  In DataSets\SolarCollectors.idf, you'll find listed 2 tubular collectors from Beijing Sunda Solar Energy Tech and 2 tubular collectors from Thermo Technologies.  The Incident Angle Modifier (IAM) coefficients that are given are for sun angles perpendicular to the tubes.  Tubular collectors also have a second set of Incident Angle Modifiers for sun angles parallel to the tubes.  These are not yet included in EnergyPlus, but this is less of an effect because the sun angle changes a lot more as it goes east-west every day, compared to the seasonal angle change in the north-south direction (assuming the tubes are oriented north-south).  
 
An enhanced collector model especially for evacuated-tube collectors (to include a second set of IAMs) and a model for compound parabolic concentrators (CPCs) are planned for a future release.
