[EnergyPlus_Support] Weather Data Problem

Hello.
I face a problem in weather data.
I changed the values of a few parameters in the weather file 
JPN_Osaka_IWEC but find it could not run during simulation, with 
error message:

unexpected error condition in the middle of reading EPW file, stopped 
at 1999/12/31 24:60

Uploaded the file as Weather Data Problem (by solarbijin)
Greatly appreciate any help on this.
