When operative temperature is used for controlling radiant equipment, it is the 
average of the mean air temperature and the mean radiant temperature.  

  OpTemp= (MAT+MRT)/2.  

We will add that to the documentation.  In the thermal comfort models, the 
operative temperature may have a different meaning.  This would be documented 
in the specific thermal comfort model documentation.
