Yes, EnergyPlus is capable of simulating solar hot water systems.  There is documentation in the Input Output Reference under the "Solar Collectors" group and full documentation in the Engineering Reference.  There is also an example file called "SolarCollectorFlatPlateWater.idf".  
 
Solar fraction and efficiency are not automatically calculated by EnergyPlus.  However, they should be easily calculated from the available report variables.
