1.  Yes, COP = 1/EIR.

2.  This curve is a normalized (values should be from zero to 1) adjustment 
which is multiplied times (1/"Design COP").

3.  This curve is only a function of part-load ratio with fixed chilled water 
and condenser water temperatures.  One would expect the chiller to perform best 
at full load for a given set of temperatures.  There is a separate curve 
"Electric Input to Cooling Output Ratio Function of Temperature Curve" which 
adjusts for temperature.  See the Engineering Document for detailed equations 
for this chiller model.  See especially the equation for Pchiller on p. 370 
(pdf p. 401).

4.  I am not surprised.  Very few manufacturers share part-load performance 
data.
