1) Global Horizontal radiation is not used directly in any of the 
EnergyPlus calculations.

2) You can use Global horizontal to derive direct normal and diffuse 
horizontal but you would also need some other indications of the sky 
than just the value for global horizontal.  (i.e. global and diffuse, 
global and direct normal or horizontal, global and sky conditions -- 
along with angle of the sun for hour of the day).
