I am not sure why you expect the surface temperature to approach the mean of the water.   That surface temperature is modeled with a comprehensive heat balance that includes convection and radiation with the other surfaces in the zone.  The surface is heating the room (and its surfaces) and along with that comes energy flowing from the pipes to the surface.  There has to be a temperature drop associated with that energy flow.   Although your pipes are close together, there isn't a continuous layer of them located right at the surface.   Assuming your values are in degrees C, I don't immediately see a problem with those results.

Hello anyone,

I have set up a LOW TEMP RADIANT SYSTEM:HYDRONIC system, using heated 
surfaces.  Everything works fine, but I have a question relating to 
the surface temperature of the heated surfaces.

I am using a boiler (Flow 80, return 70) to serve the pipe coils in 
the heated surfaces.  The coils are spaced fairly closely  at 200mm.  
The heated surface has a metal plate front material and 100mm backing 
insulation.  The maximum surface temperature I have seen for the 
heated surfaces is around 60, whilst I would have expected it to 
approach the mean water temperature of 75.

Not knowing what surface temperatures are likely makes it difficult 
to predict the required area of heated surface.

Could anybody help on this.
