Have you checked the "epmidf" files from the ep-macro runs?  They 
should show the values changing for the activity levels.

I used your file and it worked fine:

1.  I did remove the fileprefix because I was going to use EP-Launch 
and counter.inc is in the default run folder.

2.  There is a severe error due to the "From..." line but it's 
inconsequential.

3.  I selected "group of simulations" and asked EP-Launch to run 3 
times.  I also selected a "user output" mode for the output files using 
the Weather File name and then each run would be _n (n=1 to 3).  I also 
checked the epmidf files and everything seemed to being set properly in 
the activity schedule.
