Sometimes the terminology is not very precise. Building generally refers 
to the
building envelope; system in this case refers to the secondary HVAC 
system supplying
conditioned air to the zone - in the US this is usually a forced air 
system with ducts,
heating & cooling coils fans etc; plant in this case means "central" 
plant - the chilled,
hot, and condenser water circuits along with boiler(s), chiller(s), 
cooling tower etc.
