You should also check to make sure that the window subsurface has an outward normal that is facing the correct direction:  outwards.  The order of vertices should be the same as the base surface that the window is sitting on.  Look at the SURFACEGEOMETRY object to see what the correct order should be.

Is this a venetian blind or diffusing shade?

What are the blind/shade thermal characteristics? Low conductivity 
would reduce window heat gain.

When the blind/shade is deployed does it have a solar and/or visible 
transmittance? If it is opaque to solar, but has visible transmittance 
this would reduce transmitted solar, but still transmit daylight.
