The format of the EPW file is described in AuxiliaryPrograms.pdf , 
beginning on page 37 (pdf page number 49). "For those interested in 
creating their own weather data in CSV or EPW formats or reading the 
.csv or .epw files that are produced by the Weather Converter 
program......."
