The WeatherConverter will do that for you.  DOE-2 FMT (text format) is one
of the supported formats. From the Start button --> Programs --> EnergyPlus
V2-0 Programs --> click on Weather Statistics and Conversions.  More
information is also provided in the Auxiliary Programs PDF.
