[EnergyPlus_Support] Can't get monthly charges right

Hi,
I'm writing down gas tariffs according to my local gas utility. After
running the model for the entire year I have just realized that when
gas consumption is zero for a particular month, then the constant
Monthly Charge is also reported as zero (although it is non zero on
the ECONOMICS:TARIFF entry). Any clue what may be going wrong?
