  Re the different value of time zone: I'm using designbuilder to build the models and export idf to energyplus,  designbuilder  internally uses the same energyplus version, when I rectified the time zone in the weather file (; set it to 2),  comparing the resulting sensible cooling/heating in both: the results considerably differ between the two programs (more evident in orientations preference; best and worst orientations).. actually designbuilder results didn't change when changing time zone in the weather file but energyplus results considerably changed. (isn't this strange? as designbuilder uses the same energyplus and its weather file???) 
  Should I upload the files for more inspection?

These "strange dates" are a product of Excel's display, not 
EnergyPlus. The values of the daylighting -- you can look at the raw 
csv file and see that the Mon/Day is, for example, 1/13 though your 
excel file now says that is 1/1/2013.

Your location object
Location,
11-7, !- LocationName
30.13, !- Latitude {deg}
31.4, !- Longitude {deg}
2, !- TimeZone {hr}
74; !- Elevation {m}

has set the time zone as +2, but the weather file has the time zone 
set at 1. If a weather file is attached, it automatically overrides 
the value of the Location object in the IDF.

The warning in the .err file:
** Warning ** Weather file location will be used rather than 
entered Location object.
** ~~~ ** ..Location object=11-7
** ~~~ ** ..Weather File Location=CAIRO INTL AIRPORT AL 
QAHIRAH EGY ETMY WMO#=623660

tells you that but does not describe all the possible implications.
