Justin,

The central system supply air flow rate is sized on the sum of the zone 
design cooling air
flow rates which are based on zone sensible loads. The central cooling 
coil chilled water flow rate
is sized on the total coil cooling load, as is the coil UA.

For central DX coils, supply air flow rate is set in the same manner as 
for chilled water coils. The cooling
capacity of the DX coil is based on the total cooling load.
