Not sure I understand the context of your question.  You can vary power
with a third order polynomial in the Pump:Variable Speed input object.

How can I define a fixed "chilled water pump power per water flowrate" 
with VFD? It seems to be input readily. As I know it should be a range 
instead of a constant value.
