SVGViewer requires the IE browser and ActiveX to run on VISTA.
 
Install it again as an administrator and allow the ActiveX to run when asked.
 
If you do not have anti virus software, watch out for virus when ActiveX is enabled.  
 
I run my VISTA PC without the Internet connection, when running EPlus simulation work at low security settings.
 
With high security settings, VISTA is too smart in asking too many pop-up questions, which you must answer intelligently.   An incorrect answer will block the execution of your application program.
