The reheat coil requires air flow from the central air loop or from a powered 
induction unit.  Baseboard heat uses natural convection.  A heating coil object 
is not necessary for baseboard, the baseboard object is the "coil".  You may 
find it helpful to create two input files, one with baseboard and one with 
reheat, and then compare the expidf output files to see the differences.
