[EnergyPlus_Support] PMVET* and PMVSET*

Hi All
Can anyone give me a simpler qualitative explanation of how PMVET* and
PMVSET* uses the ET* and SET* rather than the operative temperature? How
does it result in such different values from PMV? Does it take into account
seasonal variations in average outdoor temperature?

I have been reading the engineering reference over and over again but I
can't quite understand this bit.
