[Equest-users] How to set DIAGNOSTIC to COMMENT in eQuest

On rare occasions, we distribute modified versions of the BDLExt32.ini 
file along with program updates - so if you do experiment with such 
changes, just make sure you retain a copy of your changes, so that they 
can be easily reproduced in the event that an update overwrites them.
