The "L" report only include the loads of the building, not the energy to run the HVAC system/central plant. The BEPS report includes the energy that the meters see.

In the BEPS report, the “Total Site Energy” is reported with a “MBTU” value and a “kbtu/sqft-yr gross area” value.  When the building area (from the LV-B report) is multiplied by the “kbtu/sqft-yr gross area” value, I would think it would equal the MBTU value on BEPS report, but it does not.  It actually equals about half that number.
 
Please let me know if anyone knows the reason for this.
