Brian: In the DD wizzard, can you create a shell 4'below grade and then 
create a second shell directly above the first shell that is above grade

As you have guessed, you cannot do this in the wizard.  So, in the wizard, 
create the u/g wall.  Then in detailed mode, set the u/g wall height to 
5'.  Then create new exterior walls (copying upper walls) and set their 
height to 4' with their Z value at 5' -- one for each side of the basement 
as appropriate, linked to the appropriate vertex.

It sounds complicated but is fairly straight forward when you get going.
