[Equest-users] trouble inputting non CA utility rate file

Hello,
I am having trouble inputting my utility rate file - hoping someone can help
clear me up.
My electric rate is simple block rate (GS-1); a monthly customer chg plus
fule & demand chgs per KWH. No seasonal ot TOU changes.
I created a "Rates" folder in eQUEST 3.63 program file and input the
folllowing file named "FL-elec_rate-GS1.ERT":


"All Year GS1"   = BLOCK-CHARGE
BLOCK1-TYPE  = ENERGY
BLOCKS-1     = (1)
COSTS-1      = (0.05834)
BLOCK2-TYPE  = DEMAND
BLOCKS-2     = (1)
COSTS-2      = (0.05043)
MONTH-CHGS   = (9.628)
BLOCK-CHARGES = ("All Year")

The file does not come up in the Building Creation Wizard, utility rates
list - so I know I goofed, somewhere.
