[Equest-users] Weather file: .BIN edit or .IWC convertion to BIN

As many people will agree, editing weather is very tedious.

The best way I've found to edit weather is to get the weather in .tmy3 -
found as .bin files from http://doe2.com/Download/Weather/TMY3/

Change the extension to .csv and then you can open it in excel, make your
changes and then change the extension back to .bin.
